involved, and he says after hitting a curb at a high speed, their car travelled nearly 900 feet. take a listen. >> our officers on scene felt as if alcohol was a contributing factor in the accident, so he was asked to perform some field sobriety tests. based on performance in those tests, along with our officers observations, and the conversations they had with him, he was placed under arrest for driving while intoxicated. >> he has been arrested on suspicion of intoxication manslaughter. a second degree felony charge. he could face a sentence from two to 20 years. a update now, new video released by the kansas city police show jovan belcher hours before he apparently killed his girlfriend and then himself. the first dash cam video you see

done. the army is moving to unify it's command structure to make thorough is has a more educative fighting force. this morning, nelson mandela is in the hospital, jacob zuma paid him a visit, and said there is no cause for alarm. susan, as you can imagine, south africans are holding their collective breath, their very worried about their beloved former president. they call him father in one of the native languages, they adore him. he helped bring democracy to this nation. we're getting very little information about what is wrong with him. as you said, the president visited nelson mandela, and he came out saying he is in good care and is comfortable.

we're not being told what kind of tests are being run on him. yesterday, when the news broke that he had been hospitalized, we're told that he went in for tests, and that it was in line with treatments that people, his age, 94 go through. but no more details today from the presidency. jacob zuma treats it as a closely gaurded secret. he is appealing to everybody to give his family privacy. >> we're certainly hoping for the best. what is the feeling there? is there a sense of panic, or are people saying he is in his 90s, it's just testing, as you said? >> you know, in an information vacuum, naturally people would panic, and they read a lot into things. for example, the president visiting the former president is worrying to a lot of south africans. why did he feel he needed to go see him. we don't see this very often.

the last time he was here at number one military, which is where we suspect he is, we have not even been told which hospital, we're assuming it is here, and we were told this was a routine check up when he went into a johannasburg, and it emerged that he had an infection. in a 94-year-old, something small can be life threatening. so even if it is insignificant, people want to hear the details of exactly what's wrong with mr. mandela. >> thank you. appreciate that live report. now to south america, where we've been telling you that hugo chavez made news saying his cancer has returned. he repeatedly kissed a cross, and he named the man he wants to succeed him if something goes wrong. so could this be the end of the

chavez era, so why go to cuba for this operation? great to see you, nadya, by the way. first of all, him naming his successor, that makes you wonder how bad is this? >> what we know is he has cancer in the pelvic area, he that malignant cells where tumors were removed, and he spoke about the fear of his operation. he said an operation like this, an illness like this, always carries risk. if something were to happen that would incapacitate me, nicholas should not only finish my term, you should also elect nicholas maduro to be president. >> he has had cancer before, and now he is naming his successor. why go to cuba for the operation? did that stand out to you? >> yes, and it's sort of unusual

for a president to go to another country. so the former president of paraguay, went to peru. >> mainly, the reason he is going to cuba, is for privacy. >> he is such a strong critic of the u.s., do the people there feel the same way. >> he is a very divisive president. the u.s. is the symbol of capitalism, and there are many anti-chavez oppositions. so we have a very divided country. >> and he is suggesting, the vice president, his successor, naming him, do you think the attitude would change. >> well it's interesting, because he was the united nations ambassador.

he lived in america for many years, he's a firm advocate, a confidant, his vice president, and his foreign minister. >> and he seemed to get emotional, do you think it means he got news that he will announce down the road? >> we have seen him this emotional before. he was elected in october, and he said he was in complete remission. in april. he had a very moving ceremony. so we have seen that before. certainly there must be something that happened that he heard that will involve surgery. >> i thought that would be a given that the vp is his successor. is he doing it for more his team, saying if it does happen, he will be in my place. >> he wants to make sure that if he is out for a period of time, that someone that endorses him will be in his position.

so we'll watch very closely. >> thank you, we will. now we want to go to patrick otman joining us from havana, what's the reaction in cuba? >> absolutely, it was shown here last night, and hugo chavez is such a close, close ally, providing tens of thousands of barrels of oil to cuba keeps this country running. so the population here, the leaders keeping a very close eye on his health. some people estimated that he spent more time in cuba this year than venezuela, but we're thinking he could arrive as early as today to begin his new ainstancer, and he says as soon as he arrives, he will need to undergo surgery immediately been. >> and the treatment did not work before, is this a last

ditch effort, if you will? >> you really sense from his announcement last night, it was a different hugo chavez that we saw, naming his successor. things that he said that were preparing the road that if he isn't able to continue, that at least his ideas, his people, will continue on after him. but, this is someone who is obviously very ill. he said in october he had gone there complete remission, and that was one of the factors for being reelected. now if he were to be incapacitied, his vice president, nicholas madora, would need to run for reelection within 30 days of shah lez leaving power. so there is nothing certain about who would succeed him. a lot of uncertainty for cuba

and venezuela. >> patrick, any reaction from raul castro on this? >> no, we have not heart from from cuban government officials. in the past, they respected chavez's privacy, allowed him to make the announcements. we expect him to meet him at the airport if he arrives today. but you can guarantee that cuban officials are following the developments here. one of the things that made chavez so influential throughout the region and the world, is he has really given away much of his country's oil wealth for securing cuba, nicaragua, and in a sense, that bought him credibility, power, and we just don't know if his successor would keep those kinds of

personal choice is concerned. i know a lot of mormons who marched in the gay pride this year in support of lbgt equality, they're stepping outside of the church's realm of doctrine and policy, and going beyond and above that basically to what christ taught, which is to love your neighbor as yourself. so the doctrine is still contained to, as a homosexual you can sit on the sideline, participate, but if you wanted hold hands, flirt, date, fall in love, and marry your partner, we can't have you as a part of that, and that's the difference. it's a personal choice for people. i think more and more people are finding that part outside of the box, where they can think outside of that policy, and say no, i love my son, daughter, my parents, and i support them in all of this, and i support their right to be married, and have equality in the workplace. so with ty, it's definitely a

the count down is on, we're 23 days away from going over the fiscal cliff, and still no agreement reached. candy crowley joins me now. >> they may not need to work through the holidays, and i mean that in the bad news kind of way. what has to happen, first, is that speaker boehner will have to make a deal with the president. i think it might be difficult to

pass, i think they will have to round up some votes, it could take two, three, or four days for them to pass, for these bills to pass. my sense of it is the speaker will not come out and announce a deal he can't pass. i think by the time the two of them get a deal, the speaker will be pretty certain that between his worship, and nancy pelosi's membership, they can put together a coalition that can pass this thing in the senate which is pretty dominated by democrats. more of a foregoing conclusion. >> and who is coming up on your show to talk about the fiscal cliff today? >> we doctor v two remembers, marsha blackburn, they both have very different views, suppose the speaker gets a deal, and he can't get his folks to sign on.
